Hi, COGA folks, your WCAG 3 action requested by EOD Monday, April 22nd

Hi, COGA folks, I have two quick Github requests for a WCAG 3 outcome that
is important to COGA. This topic will be discussed at Tuesday's AG meeting,
so please show your support in Github by EOD Monday, thanks!

*Background*

   - AG spent several weeks sorting WCAG 3 outcomes
   <https://docs.google.com/document/d/1XA5X9f9G5vmKJ7BiC7GCf8nWaCjnKGcSYrFd9ImWxc8/edit?pli=1>,
   regrouping them, and looking for overlapping outcomes that can be removed
   as duplicates.
   - AG wants to remove the "Multi-step process" outcome as a duplicate of
   the "Current location" outcome. Here is AG's one-sentence description for
   each:
      - "*Multistep process*: Provides context that orients the user in a
      site or multi-step process."
      - "*Current location*: The current location within the view,
      multi-step process, and aggregate is visually and programmatically
      indicated."
   - COGA's Clear Language team discussed these outcomes today and thinks
   "Current location" is too narrow for "Multi-step process" to be a duplicate.
