CDR: viable object elements

"User agents may implement this interface for each element object  
they consider to be viable."

I had similar objects to such language in the ReferencedDocument  
section:

- Once again, this requirement is stated as a "may", but in Appendix  
B is a "must".

- Once again, it is unclear what it means for a user agent to  
"consider [an element object] viable."
