Re: ACTION-639: Create a more elaborate charter with times, deliverables

+1 to Jo's proposal except that I think that somehow the Pro Suite
needs to incorporate or include the Basic Tests in some way, to give
a single coherent document, as that is what people will want. No
duplication or modification; perhaps just put a link to the Basic test
where there is one.

In the Pro tests document we can put in where appropriate,
"Must pass [basic test X] otherwise fail".
