ShEx is indeed hosted as a W3C Community Group and the primer and other related documents are being prepared as community group reports. However, these are not recommendations that the W3C endorse. SHACL went through the W3C recommendation process as a Working Group with a defined charter. The outputs of the group go through a formal process of approval as a W3C recommendation. I hope this clarifies things.
