E.g. 
http://www.w3.org/TR/annotation-model/#specifiers-and-specific-resources
 makes the requirement:

> If the Specifier has an HTTP URI, then its description, and only its
 description, must be returned when the URI is dereferenced.

Which is not a model issue.
