Specifically, the mechanism for associating a concept across AAC symbol sets is
this normative specification:

Clearly, the above FPWD is very much out of date, though our underlying
approach has not changed.  Rather, our focus has been on the way user
agents can support users.  Once we have that just a bit better in hand,
we can update the Registry--something we're discussing Monday.
