WKD updates - and apologies for today

Hi all,

I was tasked with updating the WKD explainer [1] and drafting an initial
version of the spec. I've achieved marginally over 50% of these things...

* The explainer [1] is updated significantly - this has:
   - resolved a number of the TODO notes (but left several in, to reflect
what we are working on);
   - improved the clarity of the explanation, from goals to the technical
approach;
   - made the example scenarios more specific (and hopefully clearer);
   - improved the 'alternatives considered' section.
* I started work on the spec, based on the explainer, but have a question
before I can continue...

When last we talked, we discussed 'keeping it simple' and not referring to
the @rel stuff in the explainer, nor spec. However, the existing initial
draft of the explainer _did_ mention some of the @rel stuff, so I took the
approach (for now) of updating it in line with what we'd been discussing. So
we have a choice, either:

1. Keep it as-is, and I'll write the spec based on the current explainer; or
2. Remove the @rel stuff from the explainer (except the @rel stuff in the
'alternatives considered' section).

Let me know what I should do; I'm happy and keen to continue working on the
spec once we're sure which direction to take for now.

I can't be at today's meeting - sorry! An opportunity for a mini IRL TAG
working meeting and meet-up has come up, which I couldn't refuse. I am
looking forward to speaking with you all again from next week!
