That's consistent, even if it is a little janky to have two layers of quoting. I'd be OK with \25 -> % if it came to that. It makes the change to the spec more intrusive, but it would avoid a second layer of quoting. Like Mark, I'm in favour of doing UTF-8 strings this time around.
