Adoption of Alt-SvcB

I wanted to clarify my comment at the microphone last week on the Alt-SvcB
draft: I was attempting to convey that the current draft seems a bit
overwhelmingly complicated to be a high priority for immediate
implementation.  Nothing in principle against work in this space and
certainly not a policy statement that any client will never adopt this.  I
was speaking as an individual contributor and not for Google as a whole. I
look forward to discussing this document more and I hope we figure out ways
to reduce implementation complexity because I see good potential in this
work.
