The Safari behavior already has an associated Webkit bug, see 
<https://bugs.webkit.org/show_bug.cgi?id=24175>.

The bug comments also contained a pointer to 
<http://www.w3.org/Protocols/HTTP/Fragment/draft-bos-http-redirect-00.txt>, 
which I guess is interesting historical context...
