%flow and headers and address

Does HTML 3.2's definition of %FLOW make the above page one of the
worst examples for such a subject?  I see no reason why headers can not
be included in LISTs .. and likewise ADDRESS.  The way the page is
layed out, each list item is one field, and contains a pretty
descriptive text on each, so is "HEADERED" at the start of each list
item...
