Definition of "testable" (was: Re: summary of resolutions from last 2 days)

I thank Tim for looking up definitions of the word "testable" on the Web. 
We will all watch carefully to see how the Working Group handles this 
outside advice, which is clearly less definitive than the personalized 
contributions of noted experts.
