Gianni, The error message says it all, the Service element type's content type is empty, therefore in your instance document you should have an empty element: <Service ServPhone="" ServResponsible="" ServName="" ServId=""/> See http://www.w3.org/TR/xmlschema-1/#Complex_Type_Definition_details and look for the content type description.
