Including the namespace namespace in the root element

While it appears to be unnecessary, is it allowed to include xmlns:xml="http://www.w3.org/XML/1998/namespace" in the root element of an XML document?

Nothing I can see at http://www.w3.org/TR/1999/REC-xml-names-19990114/#xmlreserved or http://www.w3.org/TR/1999/REC-xml-names-19990114/#nsc-NSDeclared seems to prohibit it
