In looking at this more closely, I wonder whether there is indeed a clarification that would merit a minor erratum for the next version? Specifically, saying "applications are encouraged" could be read as saying "don't use duplicates in your schema" or as "multiple inclusions of the same file are idempotent, such duplicates can in general be ignored."
