trying RDDL for xml: namespace

Some folks put together an RDDL thingy for
the xml:lang, xml:space etc. thing...

I copied

  http://www.textuality.com/xml/xml.rddl.html
  Tuesday, 22-May-01 08:03:47 GMT

to

  http://www.w3.org/XML/1998/namespace.html

and edited the pointer to the .xsd per some
advice from Henry.

There's some .xml and .xsd stuff still lying around,
so to GET it, you have to use:

  wget http://www.w3.org/XML/1998/namespace.html

or

  wget --header="Accept:text/html" http://www.w3.org/XML/1998/namespace

I'm interested to know if that helps anybody or
causes any problems.
