As far as I can tell from Datatypes 3.3.27, the format of an element of type xsd:date should be CCCC-MM-DD. But when I validate: <last_modified>May 16, 1999</last_modified> or even <last_modified>fried potatoes</last_modified> against <xsd:element name="last_modified" type="xsd:date"/> XSV gives me no error.
