XSV once again available for local installation

XSV, The University of Edinburgh/W3C open source schema-validator [1]
for XML Schema [2] can once again be installed and run locally (Win32
only for the time being, sorry :-(.

This does _not_ mean that a simple point-and-click installation
package has been built -- we judge that a distraction from getting on
with the actual design and implementation work -- but it does mean
that if you are

 a) doing a lot of schema development and/or piloting applications
    using XML Schema;
 b) comfortable with installing software and stitching together the
    paths and so on to get things running

that you can now do so again.
