Anyhow David Durand seems to have answered for me, so I won't say a lot else except to note that essentially the only feature of namespace names explicitly specified by the current rec is the literal comparison, that is the only feature used by the rec and (for absolute URI) it is the only feature used by xpath or xslt as well. That, along with repeated clarifications of "a namespace name is just a name" by your co editors and chair and other members of the old XML WG, does I claim mean that my previous description was perfectly justified, although it was of course a paraphrase of the wording in the spec.
