This list was created to resolce the problem that the namespace and xpath specs are currently inconsistent. As xpath makes normative reference to namespace the current situation is that xpath is in error, however W3C could contemplate keeping the xpath interpretation and changing namespaces. However for the majority of existing documents the two interpretations are the same as they use absolute URI or use relative URI but all references to the namespace are within one file. Any of the proposals that have been discussed on this list that would retrospectively change the meaning of these documents would destroy all credibility of W3C as a standards (or even recommendation) making body.
