New Addition to Syntax Spec: Conformance Section

I noted that the QA Activity recently generated its first public 
specification draft [0]. I've added a conformance section [1] to try to be 
consistent with other W3C specifications.

  7 Conformance 
  An implementation is conformant to this specification if it
  successfully generates syntax according to the schema definitions and
  satisfies all MUST/REQUIRED/SHALL requirements, including algorithm
  support and processing (as both decryptor and encryptor).
