Comments on the requirements draft

Attached are my comments on the XML Encryption Draft Requirements
document.  Since there are quite a few edits/comments, I've made them
directly in the document.  

Editing key:
	- strikethrough text used to indicate material I believe should
be deleted
	- Red text in normal font is my changes/additions
	- Red text in italic font is rationale for my changes and/or
questions I had about the existing text.
