There is a statement in 3.2.1 (just before the "Proper Group/PE Nesting" VC after production [50]) that goes "For compatibility, it is an error if an element in the document can match more than one occurrence of an element type in the content model". The requirement there is normative ("for compatibility" only explains why it's there) and the non-normative appendix explains what that means. -- François Yergeau
