A full page (in hardcopy) has been spent on language identification, but it appears to be for naught since there is no requirement that any kind of error be reported if productions [33]-[38] are violated in an "xml:lang" attribute on an element. PROPOSED FIX: Define a new validity constraint, that any "xml:lang" attributes must (after normalization as an NMTOKEN) conform to [33]. ALTERNATIVELY: Just define it to be an error, which (like all errors except constraint violations) isn't required to be reported. - David Brownell
