According to the specification

document ::= prolog element Misc*
prolog   ::= XMLDecl? Misc* (doctypedecl Misc*)?
XMLDecl  ::= '<?xml' VersionInfo EncodingDecl? SDDecl? S? '?>'

a document with an "XMLDecl" could not contain leading white space.
I assume this is not an intentional constraint.
