The original proposal (see [1]), was based on the fact that the infoset was open, it was an attempt to lock the serialization at the binding level. Now that the group decided to restrict the infoset to XML 1.0 only, I don't really see the point in listing the XML version supporter by the binding, unless some implementation do not want to respect some SHOULD of the XML 1.1 REC. If it is the case, then the proposed text is still apply.
