In the ARTF telcon held from 11am-noon ET, July 30, 2003,
we also noted the wording of R31 could be improved.

The existing version is:

  R31 
  The serialization should conveniently provide for the existence and
  extension of metadata related to the serialization of individual parts.

The suggested revision is:

  R31 
  The serialization should conveniently provide for the existence and
  extension of metadata related to individual serialization parts.
