On today's telcon it was agreed that the issue #102 should be
closed if we find the following resolution proposal adequate:
The core SOAP spec will explicitly state that it does not
specify where the fault should be delivered and that it is the
responsibility of messaging patterns to specify this. Messaging
patterns can occur either as parts of protocol bindings (like in
the HTTP case that specifies request-response) or as standalone
documents.
