Re: Proposed Edits to "Framework" spec for header/body distinction.

Sorry, I hope it hasn't caused trouble.  I started with the text linked 
from the ftf page, as that's what I assumed the wg was discussing.

More to the point, keep in mind that all of this is just a proposal from 
me in response to an action item by the WG.  Any integration you're doing 
is at some risk depending on whether the WG actually decides to adopt any 
or all of what I've done.  (of course, you as editors have some discretion 
to take what I've given as input to the editors -- I think that applies to 
the chapter 2/4 integration, which was assigned to you anyway.)  Sorry for 
the messup on the versions.

Hem... just discovered in starting to incorporate your most
straightforward changes that you have used an older version of
the spec... the HTML version, and not the XML version... Rather
confusing, I must admit.

I don't think this will have a major impact; I will check
carefullly, though.
