Trying to follow all of the docs on this... I replaced your
(a)/[1] with Henrik's.  What is the [4] you point to?

seems to be a dup (or old version) of (a)/[1] ?

The XML Protocol WG is moving forward with its work on Transport Bindings.
To this end, your feedback is solicited on various texts that we think will
likely be the basis for future sections in the SOAP 1.2 specification. In
particular, the texts [1,2,3,4]  describe:

(a) a Transport Binding Framework
(b) a convention for describing binding property/feature types
(c) Message Exchange Pattern (MEP) specifications including a
request-reponse MEP
(d) an HTTP binding described using the convention of (b) and the
request-response MEP in (c)

The WG would appreciate your feedback, sooner rather than later, and
especially within the next week before people start leaving for holidays,
etc.
