I know you are wrong on this.

You don't mention which tool you are using, but claiming such a broad 
statement could be very misleading to new users unless you qualify which 
tool you are using, because it might be construed from your statement that 
it isn't supported in the Recommendation.

Forward references *are* supported in XSLFO ... just not in whatever tool 
you are using ... new users should assume forward references work with all 
tools until someone reports that a particular tool doesn't support it (and 
then it should be reported to the tool vendor for repair).
