RELAX NG references the namespace in two places:

I don't think anything is going to break if XSD deprecates the namespace, but
it would be nicer if RELAX NG didn't end up using a namespace that the W3C had
deprecated.
As between the various interpretations, I think (a) would be cleaner, but (b)
would be fine too.
