At its January 2001 meeting in London the XML Schema Working Group addressed issue CR-43 http://www.w3.org/2000/12/xmlschema-crcomments.html#cyclic-substitutions (originally documented by Alexander Falk in http://lists.w3.org/Archives/Public/www-xml-schema-comments/2000OctDec/0 437) by voting to open this as an outstanding issue, then resolving it by accepting the proposal to forbid cyclic substitution groups explicitly. The syntactic (schema) prohibition of cycles in substitution group specification is motivated by the desire to provide early warning of a potential semantic (validation) error.
