Spec updated 30th March

Hi,
 
XKMS Spec Part-I [1] has been updated.  The following are the updates:
 

Shivaram: March 30th Draft
   Issue 332-tl3: Para [122] - Added missing row for OptionalElementNotSupported in the table
   Issue 333-jk: Para [352a] - updated for better clarity.
   Issue 334-jk: Updated para [277a] to clarify text.

Please take some time to review the updates to the spec and let me know of any corrections.
