Action item 2005-05-05 Safety Item

This completes my action item [1]. I propose we move the  Safety to Part
2 as follows

In the core specification [2] remove the following

-- Section 2.4.1 safety property from the Interface Operation component
-- Section 2.4.3 safety property (row).  

In the Adjuncts [3] add the following: 

-- Add a section (XX) named "Predefined Extensions", after Predefined
Styles section. 

{WSDL 2.0 defines  extensions  using the namespace
http://www.w3.org/2005/05/wsdl-extension. (The extension URI is TBD.
This definition has to be included in the spec). The designated prefix
for this namespace is "wsdlx".

WSDL 2.0 provides a global  attribute information item with the
following Infoset properties

*	A [local name] of safety
*	A [namespace name] of "http://www.w3.org/2005/05/wsdl-extension"

The type of the wsdlx:safety attribute information item is xs:boolean. 

The global attribute MAY be used as an attribute of the XML
representation of Interface Operation component (as defined in Section
2.4.2). This attribute designates that whether the operation is asserted
to be safe (as defined in Section 3.5 of [Web Architecture]) for users
of the described service to invoke. The value of the attribute asserts
whether the criteria for a safe interaction is met. An operation SHOULD
be marked safe if it meets the criteria for a safe interaction defined
in Section 3.5 of [Web Architecture <> ] by using the attribute.  If
this attribute is not present within an interface operation element
information item, then no assertion has been made about the safety of
the operation, thus the operation MAY or MAY NOT be safe.
