Action Item fulfillment: issue 155

Proposed language for part 3.  This language should precede
binding-specific information, as it applies to all bindings.

This document specifies the description of a subset of the message
exchange patterns described in part two, for each binding.  Only those
message exchange patterns described for each binding are supported by this
specification, but other specifications MAY extend these bindings, adding
support for additional patterns.  Such extension specifications MUST
define a required (wsdl:required="true") extension element within the
interface in order to insure that only processors that understand the
message exchange patterns defined in the binding extension specification
will use this WSDL.

I'd appreciate feedback from part three editors, if this language is
insufficient or mistaken.
