Jean-Jacques, sorry to be unclear. The binding seems like the logical place for this information, even if it is not in the WSDL 1.1 binding. (a) Do we need to provide a means to express this independent of a specific binding (or a convention that all bindings must follow)? For instance, an @lang AII that all bindings must use to declare what character set encoding a binding instance uses. (b) Or are such wire specifics completely delegated to whatever description a particular binding feels is required. For instance, some bindings might state in documentation that only one character set encoding may ever be used while others may define a binding specific EII or AII to encode the information.
