DR033/34 [MUST] Abstract Interfaces

DR033 and DR034 are currently marked as [MUST] requirements and will be
discussed in the WG soon.

DR033 Support abstract interfaces.

DR034 Support interfaces derived from abstract interfaces.

By abstract, do we mean only that the wire format, protocol, and
transport are abstracted, or do we mean something more?

Is there a requirement here that is beyond what WSDL 1.1?
