DR101 [MUST] Two-Part Spec

DR101 is currently marked as a [MUST] requirement and states "The final
WSDL specification should be divided into two parts: core interface
definition language and binding extensions." This is one of the issues
that the WG will be discussing soon.

This seems consistent with the WG charter Section 1.6 [1]. Do we need to
narrow this requirement?
