DR022 [MUST] Error messages

DR022 is currently marked as a [MUST] requirement and states "The
language must describe the error messages generated, if any." This is
one of the issues that the WG will be discussing soon.

Are there any reasons the WG should not define a language that can
define errors?

May a web service return an error that is not part of its description?
