CrossWeave: Unclear what "examine architectural and technology issues that might prevent
interoperability" means.

HP: Separate the two CSFs. Move the latter to a team goal as it is not an
interoperability specific issue.

Intel: The recommendation of forming new working groups is applicable for all the
Web services requirements not just for D-AG001 Interoperability goal or
D-AC016, therefore, should be a separate requirement.
