HP: Out of scope. Change "formation" to "recommendation"

Comment from the Chair: D-AC016.4 and its subordinates
as well as the latter half of D-AC016 itself seem to me
to be more focused on the "Team" goals than having to
do with Interoperability. Might I suggest that we carve
these aspects out of D-AC016 and relocate/incorporate
them into D-AC013?
