"characterize the semantics" is a good and useful thing to do, but it's
just one of the many things that Semantic Web technologies can be used
for.  The original D-AR009.1 better reflected this, IMO.

Is "Concept" capitalized for any particular reason?  I couldn't find a
reference to the word as a proper noun in any of the work produced so
far by WebOnt.

Also, does OWL need to be singled out?  I think if we went with a
D-AR009.1 that was more inclusive, like the existing version, then we
wouldn't need to mention any specific technology.
