My preference is:
PROPOSE modify S&AS to ensure that urireference objects of annotation 
properties are one of 
datatypeID, classID, individualID, ontologyID, datavaluedPropertyID, 
individualvaluedPropertyID, annotationPropertyID, ontologyPropertyID.
B.2) as user defined datatype
