Issue 5.7 really has nothing to do with it.

If you want to hang this on an issue you need a new one.

Issue 5.7 is that in Daml+Oil you use URIrefs to refer to each user defined 
datatype, and to specify a range restriction e.g. 3 < x < 9 you define the 
appropraite user defined datatype with XSD and give it a URI.

We were clearly right to postpone that, but it has very little to do with the 
presenting issue of why we can't name dataranges.

This was discussed briefly at an editors meeting in Cambridge.

This was discussed a little more in depth at the last telecon. However, all 
that was decided was that we were right not to give Dave Reynold's what he 
was askign for. And that was decided merely on the basis that Ian presented 
an argument that I found acceptable, and noone else was prepared to take up 
Dave's request - i.e. we had no straw poll, formal issue proposal, or formal 
vote.
