If it were essential to the meeting record, yes, W3C would
need an archived copy.

But I suggest the meeting record is complete without the
IRC notes.

It's very well to cite/note them in passing in the record,
meanwhile.

Usually, we get an IRC log under a name like...
  http://www.w3.org/2002/07/18-webont-irc

but on the 25th, I/we forgot to invite RRSAgent
(the gizmo that makes those logs) to the channel.
