[SCXML] detailing transition preemption

Hey,

I've created a small explainer of transition preemption in SCXML which I hope will shed light on what is admittedly a pretty convoluted part of the SCXML semantics. I also hope that this wiki page can be a gathering place for this discussion and that you'll help me flesh it out with all the edge cases that provoke confusion.
