The platform is responsible for making sure that the updates are applied
in a consistent manner (i.e., that they are serialized), but the order
is arbitrary.

how SCXML Implementaion Platform shold handle  issues of updation of 
global data by more than one state at same time ?

(consider the case of data updation by <parallel> or sub-state of  it.)
