Something is weird here. Revision 1.4 of «validator.conf» is a HEAD revision. Where did you get the files from? If you're pulling CVS then you should stay away from HEAD; get «validator-0_6_0-branch» instead. But the contents of that file does not match CVS revision 1.4; it looks rather more like it has the correct syntax (i.e. the one you'd see on the 0.6.x branch).
