 valid sources for such information. Without encoding information it is
 impossible to validate the document."

This is telling you that your server is not sending out information about what
character encoding is in use for the page. More information about character
encodings and web pages is available at
<http://www.w3.org/International/O-HTTP-charset> (a future version of the
Validator will provide that link in the error message).
